This lottery single purpose is to directly help pay off the national debt. The lottery is not a support net for an other government programs. The program is not a one size fits all either. This is an additional tool to support other initiatives that are in place or being put in place to help lower the national debt.
Like many lotteries, participants still pay the up front cost of 1 dollar per ticket and a winner is drawn on a regular basis. All money collected that does not go toward participant winnings or cost of the program itself go directly into paying down national debt.
