create a federal mandate that all Local city police agencies undergo training in civilian relations & community policing

Due to the recent culture of violence revealed in our local police departments, We the People Need.....
All city police agencies need to be retrained in dealing with the civilians they are "supposed" to "protect & serve". The Alaska State Troopers are a fine example of "Community " policing. All local, city, & state police Need to undergo the same training as the Alaskan State Troopers. We are tired of the "Us against them" mentality. The "your only job is to go home at the end of your shift"! "Everyone is a suspect", kind of thinking. Also Officers returning from "Active Military" duty, need a "decompression period" before returning to patrol our streets. They go from "hunting the enemy" to "hunting the public".
