Create a Federal Program of Interest-free Student loans for US Citizens attending college in the US.

The current system for federal student loans, directs students to private sector loan providers who provide interest bearing loans. This creates huge debts for students over the course of a college career. Create a program of interest-free student loans only available to US citizens who study at US institutions. Further investigate making these loans an Income deduction on federal tax returns as they are re-paid.
This would increase availability of loans to people, encourage college attendance for those economically disadvantaged and ease the debt burden of those entering the workforce
