Create a federal recycling program that makes recycling mandatory and offers incentives in the form of tax breaks

Americans generated 250 million tons of trash in 2010 and only recycled 34.1 % of that amount. A program like this would create jobs and help stimulate the economy by putting money into participants pockets while also cleaning up the environment. Economic analysis shows that recycling can generate 3 times as much revenue per ton as landfill disposal and 6 times as much in job creation. For example, In the St Louis area recyling generates an average 16,000 jobs and 4 billion in annual revenue.
