Create a Federal Requirement to teach the writing of the Second Amendment to the Constitution in public schools

Owning a firearm is a solemn responsibility. It provides a means of defense for our families, neighbors and the nation. A free people can own guns. A subjugated people cannot. The rationale behind our right to possess firearms is no longer understood. The reason our founding fathers insisted on this civil right is lost on most folks. The true intent behind this right must be understood. Therefor the Federal government must require civics, American history and specifically the writing of the Second Amendment to the Constitution of the United States of America be taught at the high school level in public education. The curriculum must be a prerequisite for graduation or federal dollars will be withheld from the school district.
