Create one standard form for all states whether it's paper or electronic.
If electronic, then the machine must print a pocket-sized summary receipt for final review before submitting the electronic application.
The receipt must provide a barcode in the event a correction must be made to an application in the event a machine crashes or reboots and modifications must be done by an election supervisor with the voter present.
The machines must use a magnetic pen stylus to prevent calibration issues and to submit an electronic signature prior to final submission.
No wireless or exposed connections to prevent hacking. Cables must be connected to a local partitioned server that provides backups and that is not internet accessible until it's ready to transmit final counts.
