While any sort of ban is not actually in Americas best interest, and creating federal standards for safety testing before purchasing a firearm (as California requires for handguns), and mandating firearms liability insurance (which could pay out for medical and funeral costs for victims of firearms related incidents) does not solve the issues of mass shootings, we need to consider rational safeguards such as those to prevent and lessen damage caused by misuse of firearms
