If a student takes out a federal loan as a freshman and classes are $500 each, it is not fair that by senior year classes cost $2,200 each! This happens daily. Would the student go into debt in the first place knowing that the cost of his/her education would quadruple within four years?
Cap the increase in tuition cost once a student and/or parent has taken out their first loan.
This is an attempt to have some federal regulation of student lending. No one would take out a loan for a $10,000 dollar car, only to be told halfway through the loan that the car is now $30,000.
The student loan program exists to help deserving students obtain an education not to enrich "non profit" universities.
