Create a filtering system which allows or denies access to a persons criminal record based on job description

Companies should be required to send in a job description when requesting a criminal background check. Make it illegal to ask about any criminal background but sign a consent form to background check. A cross reference system will calculate a risk factor to the employer and will determine if the employer receives access to criminal records or get a "no info found". Only banks; high profile jobs or government jobs should be exempt from this filtering system. Also, make it law that if a felon has not had any convictions or arrest after 5 years, then records should be sealed from public view not government or law. This would help to eliminate discrimination against felons and give felons a chance at a job and to better their lives and help them reintegrate into society
