1. All gun owners must be term licensed and have liability insurance
a. To be insured every person in the household who has access to the weapon must pass a psyche evaluation covering their ability to handle stress, anger and upset.
b.The insurance companies will be the oversight NOT the govt.
2. Training and etiquette of gun ownership required before purchase
3. Crimes committed by unlicensed weapon is heavily punished.. and the assets of the perpetrator confiscated, those who are responsible for a minor is responsible for their actions.
4. Bio paired weapons. so that the weapon can ONLY be fired by the person who is registered to own it. so like cell phones unlock to a fingerprint. same with guns.
5. Trade and/or buy back program for non bio-paired weapons.
