We the people propose that any person who wishes to fire a firearm possess a firing license. Obtaining a license would require training on how and when to use a firearm. It would also include psychological assessment.
Here in the United States we have laws to protect citizens from the reckless actions of others. For example, we have a law that requires anyone who will operate a motor vehicle on our roadways be 16-years of age and pass a driving test. Why do we not have a similar requirement for firearms?
This in no way infringes on a citizen's right to bear arms, but insures they will not infringe on the rights of others to live in a Tranquil Society (see the pre-amble to the US Constitution).
