Create five desalination plants in CA, Gulf of Mexico, and waterpiping infrastructure for drought relief across the US

With the recent extreme drought occurring in the West a system of desalination plants is proposed from California to the Gulf Coast with the intent of producing water for irrigation and human consumption. A network of water pumping stations and pipes connecting the Southern and Western areas of the country could shift resources to those areas which need it the most. This could provide many construction jobs and technology leaps. A jobs program similar to the Roosevelt administration's TVA or works programs could provide a boost to the economy. Census data indicates that the South and West have growing populations but cannot sustain that growth due to the variability caused by nature.
