Create the following voter incentive and education program to ensure that more people vote and cast a more educated vote

The program would add an annual tax increase not to exceed $500 that can be exempted by voting and taking online voter education courses to ensure an actual understanding of current issues instead of people who vote based on unfounded facts, family tradition, and pressure from others. There would be a commitee set up by congress to manage the online course and ensure no falsification of facts by any party. With this program we the people may ensure that we have election results that express a larger amount of the populations actual beliefs on where this country should be headed and we may truly have a government for the people and by the people.
