Thousands of Government employees lose pay and benefits in the event of a government shutdown. If Congress fails to do it's job in implementing a budget then the loss of salary should not exclude them. Not only would this create a fair ground for all Government employees, it will also make for a very persuading incentive to prevent a shutdown due to the federal budget.
