It has been over fifty years since the moon was first visited and it only seems logical there should be an active presence there by now but there is not
should be mostly underground because it's cheaper and safer that way
there should also be some kind of relaunch device included maybe a mag-lev assist (http://phys.org/news91272157.html)
will boost economy in the future when it's possible to mine the astroroid feilds.
plus if they put in a hotel im sure there will be people willing to spend big for a few days or weeks on the moon
