USDigital Service G2G (government to government) 18F office offers computer application services to any government agency comparable
to an outside vendor at what should be much more affordable\faster turnaround rates. Such a core service program should exist within every agency, [and does in some] and usage should be a measure of the agency‘s effectiveness (whether it is organized, managed and funded adequately.) OMB or related office should be tasked to verify that every >$billion agency has such hireable core service and establish effective metrics for evaluating both the hireable core service and the sponsoring agency's overall performance by the hireable service's usage rate.
