Create a government agency of engineers to lease to China for the reduction of national debt.

To relieve national debt towards China, a government agency could be formed that oversees a group of engineers sent to China to assist in the fabrication of infrastructure. Many news reports tell of buildings, bridges, and roads in China that are often built with bad engineering and ultimately fail. The United States is well known to have good engineers that can build something right the first time. Therefore, a group of American engineers would be formed that would be charged with the fabrication of infrastructure for the government and populace. They would be provided for by the US government and work for the Chinese government.
