Many Federal Agencies have divisions dedicated to combating cyber crime in their jurisdiction.
However, cyberspace spans much farther than any agency's jurisdiction. Additionally cyber crime investigations require a different level of investigation.
Because of the limitations of currently existing agencies, it is necessary to create new agencies in order to combat crimes such as piracy, distributed denial-of-service attacks, and hacking. An agency with the power to investigate cyber crimes would not only reduce the number of cyber crimes, but would also help the job market for network security experts.
