Create a government agency which only focuses on the ETHICS of political figures, foreign policy, and suggested laws.

The government has consistently been able to utilize practices which most Americans deem unethical. Why not add an office specifically to provide unbiased information about both sides. It could help to bring down corruption in political campaigns, learn about foreign countries in order to establish the most ethical choices, and take out the emotion which so often guides our political system. Yes, passion is important to pass laws in our government, but wouldn't we benefit overall if we had non-biased opinion brought into the process?
