Whereas the people of the United States are subject to an unacceptable rate of homicide by gun violence, and whereas the rate of homicide by gun violence increase according to the number of guns in a given area, we petition the Government of the United States to create a program whereby the Government purchases guns, especially but not limited to assault rifles and high capacity magazines, and renders them inoperative by modification, disassembly, or destruction.
The primary purpose of this program is to decrease the rate of homicide by gun violence in the United States. Therefore, while assault rifles and high capacity magazines are targeted by this program, any guns, operational or not would be subject to its provisions.
