Create a government supplied and supported Zombie Outbreak Task Force.

I know how stupid some of you might think this is, but in reality there are many ways a Zombie (or similar) outbreak is scientifically possible. It won't take very long for you to find someone on the internet to tell you about them. It may be unlikely, but if there is even the remotest chance that an outbreak could occur, there needs to be more standing against it than a few civilians with hunting rifles. Preparation and knowledge are key. We don't want a real life version of Yonkers.
