Create a government organization whose role is to find and improve government processes. Hire logicians, statisticians, and innovators to systematically analyze sections of the government to improve efficiency by removing red tape. Have them get a list of senseless obstacles from the people working on the ground and give them the power to implement and enforce smarter standards.
