Create a government in we're people can decide to be affected by the government and its policy's

Turn the union of states in to a union of city states in which inside our borders but outside city limits people will be able to do as they please, and inside the city limits it would be basically the same as present day living. People outside city limits can still be pursued by law enforcement if the crime was committed inside city limits.
