The purpose of this bill is to help those in unemployment, congregate together to start small businesses, in multiple communities.
This proposal states that, those with a viable business solution and supporting members can earn a grant or some form of starting income to set the foundation of a small business. This however would need to have to show that there can be or has a demand in the market.

expansion and diversity in the market
more full time employment,
creates competition for service,
build infrastructure and manufacturing in the US,
bring appeal for foreign labor,
and builds a stable economy,
The funds spent on small business grow faster and more stable, and drive the need for quality education. All of which gives growth and solidarity to the economy.
