Create Green Energy jobs for U.S. wellfare recipients.

Create Green Energy Jobs for all wellfare recipients and make U.S. Energy Independent by 2023.
Create Solar, Wind, Hydraulic, and other Green energy
jobs for U.S. Wellfare recipients and require them to work in order to recieve wellfare check.
Place Solar Panels on all Government buildings
and require all non military non emergency government
vehicles to be hybrid or other green energy vehicles.
Create jobs for all medium and low level Jail and prison inmates in U.S. prisons and jails.
Enforce that all prisoners will work for daily rations or be placed in mental health wards and recieve mandatory
daily phsychiatric treatment.
