Create a group to oversee spending by the US government

A group of 15 people selected by the president would oversee the spending of the United States government. Any spending over $500 million dollars would be sent to this group and they would determine if this is a fit topic to be spent that money on. If they deem it unfit, they will make a new price. This will lower America's debt greatly and help us keep a budget for the future.
