Create guaranteed employment for coal miners if/when the coal industry is shut down, matching wages received from mine.

If the coal industry is to be shut down, then new jobs for those miners and wages made at those mines should be guaranteed to continue. A lot of people leave their families and move 1,000+ miles away just to make enough money to support them. The majority of families are in enough financial trouble as it is, and the spouses and children of coal miner, and the miners themselves, should not face incredible poverty when they already sacrifice so much. A plan of action should be in place to guarantee those employees have sufficient resources and income to sustain after their job has been taken.
