Require training in storage, use and handling of all firearms as a requirement for ownership. Penalize owners who fail to secure thier weapons from persons who use them to commit any crime or accidental discharge by an untrained user resulting in injury or property damage, unless the weapon is stolen and reported as such. Similar approach as obtaining a drivers lisense and proper vehicle operation. Keeping gun ownership in hands of responsible citizens rather than penalizing them for the acts of criminals.
