Any person, organization, entity, government or agency creating a GFZ shall be liable for damages resulting from criminal conduct against an individual in the GFZ if a reasonable person would believe that possession of a firearm could have defended against such conduct. If the conduct adversely affects a disabled person, a member of a minority or a senior citizen, or a child under 16 years of age, treble damages shall apply.
For this purpose, the term "gun-free zone" shall mean any building, place, area or curtilage open to the public, or any public conveyance, where a Citizens' right or ability to keep or bear arms is infringed, restricted or diminished by law, statute, policy, rule, regulation, ordinance, utterance or posted sign.
