create "Gun insurance" legislation.

Create a law that has similar conditions to automobile insurance. First, this will make gun owners responsible for their guns and more careful of their storage and access to them. Second, this will pay for all of the hospitalization needed for gunshot victims and possibly help with police departments. This law would also require that all stolen guns be reported or pay for whatever damages created with the guns use. Third, it would give incentive to gun owners to create appropriate gun legislation.
