The Proposal:
Immediately upon the effective date, it shall be necessary to have a license to purchase a weapon. This license shall have an effective date, number, picture of holder, pertinent information about the holder (as on a Driver's License) and class of License. This license shall be obtained in the same manner as a permit is obtained for weapons purchase (background check, psychological flags, etc., etc.).
