Create a gun license program where you must take a gun safety course and be screened and renewed every 2-5 years.

Gun ownership is a serious responsibility and we the poeple must ensure that those that should not have firearms (convicted felons, mentally unstable, etc.) do not have them. I believe that the state could easily add a gun ower endorsement to the driver's license. Any American citizen can take a gun safety course and request the gun endorsement on their license. The state would run a back ground check and determine if they are eligable and if so, add the endorsement. When its time to renew their license, a back ground check is again administered. You would not be able to buy a gun or ammunition without this license to include private sales. Your actual weapons would not have to be registered, only your ability to own a weapon.
