Create a Gun Ownership Tax. Creates a more effective record of gun ownership.

We pay taxes on everything we own in America such as Houses and Vehicles. This would allow people that really want to own such weapons as semi automatic will have the choice of whether they want to pay this tax by owning these weapons or not. Also this would create a more effective record of gun ownership in this country. We keep more effective records in this country of home ownership and vehicle ownership, but not guns.
