All Non-Incorporated, privately owned business' operating out of a residence should be exempt from licensing regulations and business taxes. As long as they are community based and only do business within the community they are located.
If you have a pie recipe from your grandmother and you want to bake pies and sell them to your neighbors, you should be able to do. If you want to repair motorcycles in your own garage, you should be able to do so. If you want to clean pools and mow lawns for your neighbor, you should be able to do so.
