Create an honorary position, Historian Laureate of the United States to be awarded yearly

Much like the Poet Laureate of the United States, the Historian Laureate of the United States will be selected yearly by the Library of Congress (or the Smithsonian Institution), and they will serve as the "nation's historian" for the year of their service, and will seek to raise the nation's consciousness regarding American history, not only in schools, but in daily life and culture. The position should have a small stipend, and the Laureate should deliver a series of lectures about the value of learning American history in Washington and in cities (large and small) over the course of the year they serve.
