For the Obama administration to create a Hunger Games based option for death row inmates once a year or once every 2 years. The games would not be cruel or unusual punishment as it would be volunteer based with the winner to get life in prison or with 2 wins, 10 years in prison. Event would create jobs surrounding the games.
