Create an Identity Offendors Registry (like a sex offendors registry, but for ID Theft)

According to the IRS, there are 650,000 thefts of identities that are under investigation, but there are not enough resources to examine every theft, so they are only investigating organizations that steal large numbers of identities. One way to combat this is to make a registry where convicted identity theives are entered into a registry not unlike a sex offendors registry. Then any American can see where these people live. When those theives have served their sentence for their crime in jail or by fine, one final sentence, they would have is to have their name removed from the id theft offendors registry after they have helped the government catch 10 other thieves (or some fair number deemed constitutional).
