I propose that any and all sterilizations, male and female, are to be provided free. Persons who have little or no income are to be offered a cash incentive based on a sliding scale according to income. Adequate identification measures are to be implemented to prevent fraud.
This would seriously decrease the use of abortion as a contraceptive measure. Any participation with this program must be voluntary.
