Create incentives for all 535 voting members of Congress. It works in business, and it can work in Congress too. With a dismal approval rating of only 15%, Congress needs immediate reform. Let's start by addressing our biggest problem, the budget deficit and the debt. Let's award members of Congress who vote for spending cuts. Any member of Congress who votes 'yes' on a spending cut should split a bonus pool of 1/10th of one percent of the total reduction. For example, if 500 members each voted for a spending cut of $50 billion, the bonus pool would be $50 million. As a result, each member of Congress who voted 'yes' would receive a bonus of $100,000 (which they can refuse if they so choose). Additionally, penalize all 535 members with a fee of 1/200th of one percent of the budget deficit.
