We can make a new law that will incentivize employees to swap their jobs with one another.
The net benefits will be
1) workers will be able to post and trade in their jobs with other workers of similar background
2) Environment - a significant reduction of gas consumption by commuters when workers trade in for jobs closer to home
3) Traffic congestion - reduction of commuting reduces overall congestions
3) workers will have increasing choices of different jobs closer to home, especially for those of highly specialized skills
4) the overall job market will be opened up.
The new law must
1) protect worker against retaliation from employers.
2) they must be allowed and facilitate interviewing for swapping positions.
