Incentives should be created to encourage responsible pet ownership among our citizens. Homeless, mistreated animals are sadly becoming the norm for many areas. Tax incentives for adopting, spaying/neutering, and passing a welfare exam would greatly reduce the number of mistreated and abandoned animals.
