Create an independent Citizens' Representative to the United States Foreign Intelligence Surveillance Court.

The President of the United States will appoint an independent Citizens' Counsel to the United States Foreign Intelligence Surveillance Court for the purpose of legal representation of the citizenry's civil liberties under the United States Constitution. Additional duties of this Citizens' Counsel would be to investigate alleged or documented abuses of warrants issued by the court and to bring suit against the government for any violations of the law related to these warrants.
