Create an independent civilian agency that closely monitors all branches of government (federal and states).

This agency would have total access, without exception, to all the data, documents, and communications within the US government and respective agencies. It would monitor the government for any abuse of power and constitutional/civil rights violations. The agency would report directly to the public only in the event of a violation and only information specifically regarding a violation will be shared. Otherwise, all information within the agency would be considered strictly confidential.
