An independent Inspector General's office is desperately needed to keep the policies and procedures of the NYPD in check. The patrol officers are regularly forced by commanding lieutenants and sergeants to meet "professional objectives" (illegal quotas) in regards to unlawful, racially biased stops and arrests. The officers oblige, under threat of punishment, and this persistent system puts the entire city population at risk. The commanding officers go unchecked and the officers forced to conduct these unlawful stops have no safe place to report their superiors.
