In light of the recent exposure of many questionable acts by law enforcement officers leading directly and indirectly to the death, injury or violation of many American's civil rights, we the people deem it necessary to form an independent organization dedicated to the tracking and oversight of police policies, actions and training. This organization should handle the investigation of all fatal/questionable police encounters, independent of the police force that is in question. This organization should be able to exonerate or recommend charges to be filed against officers based on the evidence gathered in the investigation, as well as changes in policy. The purpose of this organization should not be for a witch hunt, but for the preservation of true justice for all American citizens.
