Every American up to the president himself has experienced the frustration that comes to a person when faced with the fact that congress is often at odds with the will of the american people. What is the will of the people? Would Congress be so quick to dismiss it if it were an actual readable bit of information? I think it would not! And think of the possibilities once it is in place!
