This petition is to get the administration to start an independent federal investigation into the Los Angeles Police department, and if need be institute reforms into its system.
As the story of the ex-cop declaring war on the department and going on a killing spree unfolds as of 2/7/2013, it may help to start looking into the LAPD to see how it got to this point, and prevent future corruption and tragedies.
This is not an indictment of the entire force, but a call to investigate the elements within it that perpetuate corruption and abuse.
