Create an insentive based health care law allowing doctors to write off the costs of treating uninsured and underinsured

Doctors should be allowed to write off the full cost of treating the uninsured and under insured. Doctors should be able to write off 100% of their income as long as they provided medical services of equal value. Any doctor, any treatment. No one would be forced to do anything, but if they want the write off they must provide the service.
