create an international dialogue regarding cyber attacks and the security of the Internet

The number of cyber attacks continues to increase, threatening our private information. Since the internet is an international tool, it is imperative that we approach this problem internationally. Therefore, we ask President Obama to work with other countries to 1) create an international organization to monitor cyber attacks and provide assistance 2) to change international law to expressly govern cyber attacks in an manner that is appropriate and consistent with the attack.
