Many have heard of the "Great firewall of China" or the nearly passed internet limiting bills such as SOPA or PIPA. This would create an international assembly that would work solely to protect the internet. It would have a security council, but bar anyone who has online limiting to their peoples. Anything beyond protecting basic copy rites and even that would be regulated so as to prevent online monopolies and the like.
